
The Phase II Development Plan of the Chiayi Science Park was approved by the Ministry of Environment’s Environmental Impact Assessment (EIA) Review Committee on February 4, 2026. Located in Taibao City, Chiayi County, the project covers approximately 89.58 hectares. Building upon the industrial foundation of the existing Chiayi Science Park, Phase II aims to attract emerging industries including high-speed broadband networks (B5G and 6G), artificial intelligence, cybersecurity technologies, heterogeneous integration packaging, net-zero technologies, and quantum technologies. Construction is expected to commence in the first half of 2026. Upon completion, the combined annual output value of Phases I and II is projected to reach NT$310 billion, creating approximately 9,200 job opportunities.
During the EIA review process, a comprehensive evaluation was conducted not only for Phase II development but also for the cumulative environmental load of both phases. Integrated assessments and management planning addressed air emission offsets, transportation impacts and supporting measures, stricter voluntary effluent standards, waste management, health risk control, and ecological conservation. Based on these evaluations, enhanced environmental protection strategies and monitoring mechanisms were established.
Incremental air pollutant emissions during the operational phase will be fully offset at a ratio of 1:1.2. Tenant manufacturers will be required to adopt best available control technologies, optimize pollution control equipment configuration and operating conditions, and strictly manage emission concentrations. In addition to diversified water sources—such as desalinated seawater and reclaimed water—the park will raise its water recycling rate to 82%, enhancing water resource efficiency. Effluent discharge standards will be voluntarily tightened to reduce the burden on receiving water bodies, with treated wastewater discharged through dedicated pipelines to avoid impacts on surrounding farmland and downstream irrigation use. Regarding renewable energy, resident semiconductor companies have set mid- to long-term targets to source 60% renewable energy by 2030 and 100% by 2040.
For ecological protection, the Southern Taiwan Science Park Bureau will continue and strengthen the Phase I planning framework by expanding environmentally friendly areas and maintaining ecological corridors to support the habitat of the ring-necked pheasant. Collaboration with Taiwan Sugar Corporation will preserve surrounding sugarcane fields to create bird-friendly habitats for species such as the little pratincole. In response to EIA committee recommendations, infrared automatic cameras will be installed to monitor wildlife activity and evaluate the effectiveness of ecological corridors and greenbelt planning.
Upon full development of Phases I and II, the Chiayi Science Park will form a key advanced packaging industry cluster in southern Taiwan, driving regional industrial upgrading and employment growth while balancing local development with environmental protection and advancing the vision of a sustainable green science park.
